pandemic vulnerability index is a metric developed
by scientists from the National Institute of Environmental
Health Sciences, North Carolina State University, and Texas A&M University
which aims to capture the county-level risk to COVID-19.
The metric includes measures from four domains: the infection
rate, population conectration, intervention measures, and
healthcare vulnerability. The index ranges from 0 to 1, with
1 indicating higher vulnerability. The full details of the metric
